Approval of Permit No. 19839, under California Code of Regulations, Title 23, Article 3, Section 6, for work within an adopted plan of flood control: To restore the right (north) bank waterside riparian area of the Sacramento River within Reclamation District 900, Unit 01, between levee miles 3.79 to 4.32 by removing invasive vegetation, installing aeration diffusion devices within two existing ponds, and placing three artificial floating wetlands within the main (larger) pond, Bees Lake. The project also includes construction of foot trails, elevated boardwalks on piles, ADA-compliant ramps, a decomposed granite multi-purpose trail, a ten-stall paved parking area, seasonally installed portable bathrooms, two viewing platforms, and multi-use picnic and recreational areas. Additional features include wayfinding signage, post-and-cable fencing, and information kiosks. In addition, approximately 2.21 acres of mixed riparian woodland habitat will be planted, maintained, and monitored for up to three years. A Class 2 aggregate base maintenance turnaround will be constructed to provide access to the floating wetlands. Electrical power for the aeration system will be supplied from an existing Pacific Gas and Electric (PG&E) utility pole (authorized under CVFPB Permit No. 19059), with an underground electrical conductor connecting the pole to an aeration pump located south of the multi-purpose trail. Temporarily disturbed areas will be reseeded with a native seed mix once construction is complete, and debris currently in and near the ponds will be removed and disposed of outside the floodway.
