Document Description
Environmental Review Unrelated to Planning Project for six (6) proposed groundwater production wells to increase Sheep Creek Water Company’s (SCWC) potable water supply in compliance with the State Water Resources Control Board’s Compliance Order No. 05-13-18R-002. The wells are to be located on three different parcels; four (4) wells will run concurrently while the other two (2) will serve as backup wells. The wells will each be equipped with an above ground pump motor on top of an approximate 10-foot x 10-foot concrete pad. At each new well, the new pumps will be enclosed with a masonry block building to minimize exterior noise levels at the nearest residences (about 200 feet from each well site). To minimize onsite water consumption no new landscaping will be installed at any of the three well sites. At each of the well locations, the closest connection to SCWC’s system is within the adjacent roadways. Each well will be drilled to approximately 1,500 feet deep using a reverse rotary drill unit. Well #13 is located between Cambria Road to the north and Elsinore Road to the south along Mescalero Road, within Phelan, CA. The well is equipped with a submersible pump motor on top of an approximate 5-foot x 5-foot concrete pad. To minimize onsite water consumption no new landscaping is installed at the Well 13 site. Well 13 is drilled to approximately 1,925 feet deep using a reverse rotary drill unit. This is to advise that the State Water Resources Control Board (Responsible Agency) has approved the above-described Project on August 6, 2025, and has made the following determinations regarding the above-described Project: 1. The project will not have significant effect on the environment. This determination is Page 2 of 2 limited to the environmental effects as it relates to water resources within the State Water Board’s permitting jurisdiction as a responsible agency. 2. The State Water Board has considered the Initial Study, and MND prepared by the Lead Agency for the Project pursuant to the provisions of CEQA. 3. A mitigation monitoring and reporting plan/program was adopted by the State Water Board for the Project. 4. A Statement of Overriding Considerations was not adopted by the State Water Board for the Project. 5. Findings were made by the State Water Board pursuant to the California Code of Regulations Section 15091. 6. Mitigation measures are not made as a condition of the State Water Board’s approval of the Project. A record of Project approval is available to the general public upon request at the State Water Board, DDW office listed above. The Negative Declaration/Mitigated Negative Declaration is available from the Lead Agency.
