Document Description
In June 2021, the City Council of the City of Moreno Valley ("City Council") approved and adopted the City's 2040 General Plan Update ("2040 General Plan"), a Change of Zone and Municipal Code Update, and its Climate Action Plan ("CAP") and certified an EIR, State Clearinghouse No. 2020039022, as having been prepared in compliance with CEQA in connection with the approvals. A lawsuit entitled Sierra Club v. The City of Moreno Valley, Riverside Superior Court Case No. CVRl2103300, challenged the validity of the CAP and the EIR. In May 2024, the City Council set aside the 2021 approvals and certification, based on a March 2024 ruling and judgment of the court (the "Ruling"). The Project, known as MoVal 2040, consists of the readoption of the 2040 General Plan and the Change of Zone (including an update to the Zoning Atlas) and Municipal Code Update, and the revision and adoption of the CAP.
