Document Description
On December 21, 2023, DWR certified the environmental impact report (“EIR”) for, and approved, the Delta Conveyance Project (State Clearinghouse No. 2020010227). After certification of the Final EIR, DWR continued project planning, engineering, permitting, and environmental compliance activities and evaluated project refinements and additional information relating to the Project. Pursuant to Public Resources Code section 21166 and CEQA Guidelines sections 15162 and 15164, DWR prepared a First Addendum to the Final EIR evaluating project refinements and additional information developed after certification of the Final EIR. On February 13, 2025, DWR approved the First Addendum and determined that none of the conditions described in CEQA Guidelines section 15162 requiring preparation of a subsequent or supplemental EIR had occurred and that no subsequent or supplemental EIR was required. DWR subsequently prepared a Second Addendum to the Final EIR evaluating additional project refinements and information developed through continuing engineering, design, permitting, and environmental review activities. On August 29, 2025 DWR approved the Second Addendum to the Final EIR and determined that none of the conditions described in CEQA Guidelines section 15162 requiring preparation of a subsequent or supplemental EIR had occurred and that no subsequent or supplemental EIR was required DCA is a responsible agency, and as such, on June 18, 2026, it made CEQA Findings of Fact pursuant to CEQA Guidelines section 15091 and 15096 for the Delta Conveyance Project, and approved Resolution No. 26-06 which adopted findings as a responsible agency concerning the First Addendum and Second Addendum to the Final EIR. DCA also found that the Second Addendum to the Final EIR would cause no substantial change to the implementation activities and environmental impacts addressed in the Final EIR, the First and Second Addenda thereto have been addressed, and no new or additional mitigation measures or alternatives are required.
