Document Description
The Carpenter Road Floodplain Restoration Project will enhance native fish populations, and reduce their vulnerability to water diversions, predation, and other impacts in the lower Tuolumne River watershed by improving rearing habitat for juvenile fall-run Chinook salmon and California Central Valley (CCV) Steelhead and restoring ecological function and resilience in the Carpenter Road reach of the Tuolumne River. The project will improve the functionality of the Tuolumne River and support riparian species through the excavation of a fish passage channel, low floodplain, and high floodplain areas and create habitat through the restoration of native vegetation. roject Description: The purpose of the proposed project is to improve rearing habitat for juvenile fall-run Chinook salmon and Central Valley steelhead to support natural fish production and viability. The Project will be designed in a manner that does not preclude future public access improvements (e.g., trails) should those be pursued under a separate effort and allows for emergency/maintenance access. The Carpenter Road area was identified within the Habitat Restoration Plan for the Lower Tuolumne River Corridor (Habitat Restoration Plan) as part of the "Tuolumne River Regional Parkway" that has the potential to extensively restore riparian zones. A Master EIR was prepared and certified in 2001 for the Tuolumne River Regional Parkway. The proposed project site is highly impacted by a legacy of urban and agricultural encroachment, levee construction, loss of riparian vegetation, loss of off-channel wetlands, loss of channel migration, landfill practices, and refuse. This has resulted in poor rearing and migratory habitat for juvenile salmonids, poor and fragmented riparian forest habitat, and poor water quality. There is a need to improve juvenile salmonid habitat which the project would support. The project will improve the functionality of the Tuolumne River and support riparian species through the excavation of a side channel, low floodplain, and high floodplain areas and create habitat through the restoration of native vegetation. The Project accommodates the potential for future public access features by ensuring the design does not conflict with possible trail or emergency access corridors. No trail construction is included in the current Project scope.
