Document Description
The San Diego Water Board issued a Clean Water Act section 401 water quality certification (Certification No. R9-2025-0103) to the Project Applicant to construct a 1,200-unit self-storage facility and infrastructure for the development, including access roads, parking, and storm drain system. The Project Applicant proposes to grade the site to construct development pads that will support two, three-story buildings, a decomposed granite-surfaced recreational vehicle storage lot, access roadways, parking areas, and a combination of underground and surface stormwater conveyance and water quality treatment basin. Unavoidable direct and indirect permanent loss of the on-site aquatic resources will be compensated through establishment and rehabilitation mitigation at an off-site mitigation project located on Salt Creek, which will involve short-term grading impacts from lowering and recontouring the channel banks to widen the streambed.
