Document Description
The Sierra Nevada Conservancy (SNC) is amending grant agreement 1287-RT with the Sierra Buttes Trail Stewardship to provide additional grant funds towards the Beckwourth Peak Recreation Project, previously authorized in March 2022. The amendment would provide funds to be used towards the last mile of the planned 8.3 miles of nonmotorized class 3 trail beginning south of Portola, continuing around Beckwourth Peak, and connecting to Portola City Park and Carman Saddle. The trail would be constructed by trail crews using hand tools and would be built to United States Forest Service standards. Native surface and materials will be used with no foreign materials incorporated into the trail. The trail is intended to provide easy access to national forest lands for residents of, and visitors to, Portola. Plumas County filed a NOE under Class 4, 15304 Minor Alterations to Land, in September 2019 (SCH 2019090093). The SNC filed a NOE under Class 4, 15304 Minor Alterations to Land, in March 2022 (also under SCH 2019090093).

Pursuant to CEQA Guidelines Section 15304, Class 4, minor public or private alterations in the condition of land, water, and/or vegetation that do not involve removal of mature, scenic trees except for forestry and agricultural purposes are exempt from CEQA. The minor land alterations proposed by the project consist of trail building by hand crews. The project has been reviewed and would not result in significant adverse effects.
