The California Department of Fish and Wildlife (CDFW) has executed
Lake and Streambed Alteration Agreement EPIMS Notification Number 1600-2020-0174-R2,
pursuant to section 1602 of the Fish and Game Code to the project Applicant, Lotusland
Investment Holdings Inc., as represented by Alex Xu.
The Project described in this Agreement is part of the larger Guenoc Valley Mixed Use Planned
Development. The Development is being completed in phases, and the Project described in this
Agreement is in the first phase. The proposed Guenoc Roads and Crossing Project – Phase 1A
project includes widening and realigning existing roadways, rehabilitation or replacement of
existing crossings, construction of new crossings, mass grading in preparation for future phases,
and other improvements to bring road conditions up to safety standards.
