Document Description
Background:
LAWA, as the lead agency for the ATMP, prepared and certified an Environmental Impact Report (EIR) in August 2021 that evaluated airfield, terminal, and roadway system improvements. The EIR identified significant environmental impacts related to air quality, greenhouse gas emissions, aircraft noise, and vehicle miles traveled, which cannot be fully mitigated. After considering the operational, economic, and environmental benefits, LAWA’s Board of Airport Commissioners (BOAC) adopted a Statement of Overriding Considerations, determining that the benefits of the ATMP outweigh the unavoidable adverse effects.
Following ATMP approval, LAWA refined the design of the roadway system, leading to the Proposed Roadway System Refinements within Caltrans ROW. In December 2024, LAWA prepared a CEQA Addendum demonstrating that these refinements do not materially alter the conclusions of the certified EIR and do not trigger the need for a supplemental or subsequent EIR. The BOAC concurred with this determination on January 16, 2025.
Proposed Project:
The Proposed Roadway System Refinements aim to improve traffic flow related to the Central Terminal Area at LAX. These refinements build upon previously approved improvements under the LAX Landside Access Modernization Program and include modifications to roadway infrastructure along State Route 1.
The project will involve various structures encroaching into Caltrans ROW, including overcrossings at World Way South, Century Boulevard, and World Way North, as well as a pedestrian bridge at Century Boulevard. Additionally, the refinements include modifications to southbound Sepulveda Boulevard on-ramps and off-ramps, adjustments to the right-turn pocket on northbound Sepulveda Boulevard between 98th and 96th Streets, and driveway access from northbound Sepulveda Boulevard at 94th Street. These refinements will require installing columns in the Sepulveda Boulevard median, reconstructing median barriers, and shifting existing lanes while maintaining consistent lane and shoulder widths. Highway easements, including aerial easements, will be necessary for structures extending over Sepulveda Boulevard.
Conclusion:
Caltrans, acting as a responsible agency under CEQA, has reviewed and considered LAWA’s certified EIR and CEQA Addendum, adopting them exclusively for environmental evaluation of the Proposed Roadway System Refinements within Caltrans ROW. Pursuant to CEQA Guidelines Sections 15096 and 15162, Caltrans formally adopts these documents for the limited purpose of assessing roadway modifications under its jurisdiction, including median barrier reconstruction, lane realignments, and associated infrastructure adjustments. This adoption applies solely to project components within Caltrans ROW and does not extend to other aspects of the ATMP beyond Caltrans’ jurisdiction.
