Document Description
The City of Los Angeles, as the lead agency for the Windward School Master Plan, prepared an initial study, consulted with the Los Angeles County Flood Control District (District), and adopted the Mitigated Negative Declaration (MND) on June 7, 2019. On March 9, 2021, the Chief Executive Officer, under delegated authority granted from the Los Angeles County Board of Supervisors (Board) on March 31, 2020, considered the final MND, adopted the Mitigation Monitoring and Reporting Program as applicable, and found that the program is adequately designed to ensure compliance with the· mitigation measures during Master Plan implementation. On January 6, 2026, acting as a lead agency for the grant of easement from the District to Windward School, the Board determined that this action is within the scope of the Windward School Master Plan Project's impacts previously considered in the MND.
