Document Description
The California Department of Forestry and Fire Prevention (CAL FIRE) has prepared a Project-Specific Analysis (PSA) and Addendum for the project as a later activity covered by the California Vegetation Treatment Project (CalVTP) Program Environmental Impact Report (EIR) for the Camp Tahquitz Fuel Break and Wildfire Prevention Project. The Camp Tahquitz Fuel Break and Wildfire Prevention Project entails implementation of vegetation treatments on up to 196 acres of land in San Bernardino County, 4.9 miles south of Big Bear Lake, CA. The proposed treatment types (wildland-urban interface fuel reduction, fuel break and ecological restoration) and treatment activities (manual treatments and mechanical treatments) are consistent with those evaluated in the CalVTP Program EIR. Maintenance treatments would involve the same vegetation treatment types and activities used in the initial treatments. CAL FIRE is the lead agency under CEQA for the Camp Tahquitz Fuel Break and Wildfire Prevention Project PSA and Addendum because CAL FIRE is providing funding to Long Beach Area Council (LBAC) to implement treatments within the project area. Agencies relying upon the Camp Tahquitz Fuel Break and Wildfire Prevention Project PSA and Addendum for future discretionary approvals would be responsible for adopting the Mitigation Monitoring and Reporting Plan (MMRP) and ensuring proper implementation of Standard Project Requirements and mitigation measures relevant to their approval and within their jurisdiction. The project has been designed to avoid type conversion in areas where chaparral is present. Coastal sage scrub plant communities are not present within the project area. In accordance with Public Resources Code Section 4483, CAL FIRE concludes that the grant-funded activities will not result in type conversion of chaparral or coastal sage scrub vegetation.
