Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-SOL-51282-R3, pursuant to Section 1602 of the Fish and Game Code to Vallejo-Fairview Developers, LLC. The Project is limited to the construction of an approximately 59-foot clear span, pre-fabricated concrete vehicular bridge and associated concrete abutments outside the top of bank on both sides of the creek. This activity will widen Admiral Callaghan Lane with safe pedestrian crossing and accommodate a right turn into a new commercial development. The bridge superstructure, steel beams, and concrete deck will be founded on cast-in-place square abutments supported by deeper 30-inch diameter cast-in-drilled hole (CIDH) concrete piles. Construction requires drilling these 30-inch diameter CIDHs and placing structural concrete and reinforcement in the drilled hole, all with equipment located outside of the creek bank. Five (5) piles will be drilled on the south side of the bridge (Abutment 1) and six (6) piles will be drilled on the north side (Abutment 2). Retaining walls will be installed where the abutments meet the existing roadway (Admiral Callaghan Lane) and wingwalls with geocomposite drain material will be installed adjacent to the abutments. The Project also includes installation of a trash rack that will be suspended from the new bridge. The trash rack is designed to prevent the passage of debris into the existing culverts. The Project will result in temporary impacts to 0.034 acres (1,480 square feet), and permanent impacts to 0.050 acres (2,180 square feet) and 40 linear feet, including from shading of the creek, of Blue Rock Springs Creek. One arroyo willow (Salix lasiolepis) with stems from 0.5 to 0.75 inch will be permanently shaded from the bridge. Previously, LSA notification No. 1600-2018-0106-R3 was submitted for the project, however it was withdrawn due to property ownership issues.
