Document Description
The City of Inglewood City Council adopted Resolutions of Necessity (RONs) authorizing the acquisition by eminent domain of fee simple interests in eight properties located along North Market Street, East Florence Ave., and East Regent Street in Inglewood (APNs:4015--027-020, -022, -030, -031, -032, -033, -035, -038, -040, -041, -042, -049, -050, -051, -052). The properties are required for the construction and operation of a mobility hub as part of ITC Phase 1. The mobility hub will facilitate improved first/last mile transit connections between the Metro K Line and the City's Sports and Entertainment District, and will include passenger mobility and transit services, bus rotaries, dedicated event-based bus service, layover areas and connections, and a public parking structure, while preserving space for a future automated people mover (Phase 2). Beneficiaries include transit riders, residents, and visitors to the City of Inglewood.

Reasons for Exemption
PRC § 21080(b)(10): The ITC Project Phase 1 institutes new bus service on existing highway rights-of-way (Inglewood and Los Angeles County streets already used for transit), including dedicated bus lanes and new parking at mobility hubs supporting the service. The City filed an NOE for Phase 1 on April 22, 2025 (County Clerk Document No. 2025081801). The RONs authorize property acquisition necessary to construct the mobility hub component of the already-exempt Phase 1 project and do not alter the scope or nature of the project. PRC § 21080(b)(12): Phase 1 includes new bus facilities less than 4 miles long to enable transfers between the Metro K and C Lines and the new bus service. The mobility hub for which property is being acquired will allow drivers to connect to the transit service serving Inglewood venue. The RONs implement the previously approved and exempt ITC Project Phase 1 and do not expand the scope of the project beyond what was previously determined to be exempt.
