Document Description
The Project includes soil excavation, grading, and recontouring by using heavy earth-moving equipment to expand the width of the first terrace in the San Luis Rey River’s floodplain. Approximately 43,000 cubic yards of soil will be excavated for the implementation of the Project. Most of the excavation will occur outside areas of native soil where agricultural activities have artificially modified soils for several decades. Excavated material will be placed outside of the 100-year floodplain, replacing the flattened agricultural land with subtle topography that better mimics natural contours.
The property is identified in the Water Authority's Subregional Natural Community Conservation Plan/Habitat Conservation Plan and Programmatic Master Plan Permit as a wetland establishment project to serve as habitat-based mitigation credits that are needed for future Water Authority projects and activities that have an impact on native habitat and associated covered species.
