Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-SOL-60084-R3, pursuant to Section 1602 of the Fish and Game Code, to Pacific Gas and Electric Company (PG&E).
The Project is limited to the horizontal directional drilling (HDD) under Wild Horse Creek to install an electric distribution conduit. This Agreement is to address CDFW’s Notice of Violation dated April 18, 2025. The HDD bore will be 120 feet long and 5 feet below the creek bed. To complete the bore, two bore pits will be excavated, both the entry and receiving pit will be three feet long by six feet wide and four feet deep; both pits will be excavated outside of top of bank. Once the bore pits are excavated, the process of drilling a pilot hole in one direction from one bore pit to the other in an arc under the creek will begin. Following success of the pilot hole, additional “reaming passes” will be performed in the opposite direction effectively largening the bore. The final diameter size of the bore path will be 6 to 8 inches. A pedestrian path through the wetted portion of the creek along the bore path will be necessary to track bore progression and monitor for potential impacts to the creek, such as but not limited to, hydraulic fractures (frac-outs).
There will be minor trimming and thinning of vegetation for pedestrian access, there are no other temporary impacts associated with project activities, except in the event of a frac-out in which case temporary impacts would occur. All other ground disturbances will be outside of the bed, bank, bank, channel and riparian zone, except for the pedestrian path. There will be no permanent impacts associated with Project activities.
