Document Description
Caltrans is a Responsible Agency pursuant to the California Environmental Quality Act (CEQA) for approval of the West Santa Ana Branch Project (Project), also known as the Southeast Gateway Line, encroachment into Caltrans’ right-of-way (ROW). Therefore, this Determination is for the Project’s encroachment into Caltrans’ ROW only. The Project is a proposed light rail transit (LRT) line that will extend 14.5 miles from southeast Los Angeles County to a Southern terminus in the City of Artesia. The Project will intersect state highway system at Interstate (I) 605, State Route (SR) 91 and I-710 via an a-grade configuration, and I-105 via an aerial configuration. The Project would include a new jacked-box tunnel that would be installed through the existing I-710 embankment fill, parallel to the existing freight tunnel below I-710; and minor modification to grading, retaining walls, utilities, drainage, and ventilation within Caltrans ROW. However, no permanent changes to the configuration and operation of the freeways at the four crossing locations are planned; with an exception at the I-105 freeway crossing, which involves relocating the existing Union Pacific Railroad Century Blvd underpass bridge and corresponding freight tracks approximately 26.5 feet to the west and constructing a new LRT bridge and infill station platform along the existing Metro C (Green) Line within the median of the I-105.
