Document Description
The Safety Element update follows the requirements of Section 65302(g) of the California Government Code, which mandates that a Safety Element contain background information and policies to address multiple natural hazards, a climate change vulnerability assessment, policies and implementation actions to address climate change adaptation and resilience, and an assessment of residential areas with evacuation constraints. The Safety Element update covers the following safety issues: environmental and human-caused hazards, including drought, emergent groundwater, emergency preparedness and response, extreme heat, fire hazards, flooding and sea level rise, geologic and seismic hazards, human health hazards, police services, and severe weather. The Safety Element update is a programmatic document, which provides strategies to address public safety and resilience issues and would not result in an increase in development capacity in the City. The project includes an Addendum to the City of Novato General Plan EIR (State Clearinghouse 2016122043) for the adopted City of Novato General Plan 2035.
