Document Description
The project proposes to restore and preserve approximately 288.25 acres of stream and floodplain salmonid habitat at Butte Creek Farms. Project activities include planting native cottonwood and willow seedlings to establish, restore, and preserve floodplain riparian forest in the existing rice fields, notching an existing berm between the property and Butte Creek in five locations to enhance floodwater access to the property, removing sections of existing roads that have been abandoned by Colusa County, removing all existing culverts on site, stabilizing bank with planted stakes and other bioengineered materials, installing twin culverts, on-site temporary staging and stockpiling, installing natural debris racks, grading, removing an existing diversion structure, rerouting portions of the Highline Canal, installing signs on the existing gates, and installing a berm to establish a mitigation bank. Existing irrigation facilities may be used to flood the property to establish habitat, as necessary. This permit supplements and where in conflict supersedes Permit No. 19707 that was issued to Butte Sink Mitigation, LLC on June 3, 2025.

Reasons for Exemption
The Board previously issued Permit 19707 for the project on June 3, 2025, and filed a Notice of Determination with the State Clearinghouse on May 27, 2025 (State Clearinghouse No. 2016122004). Permit 19707-1 supplements and, where in conflict, supersedes Permit 19707, which includes changes to the Board permit conditions. The scope and activities of the approved project has not changed. The Board has determined that issuance of 19707-1 is ministerial pursuant to Public Resources Code Section 21080(b)(1) and California Code of Regulations Sections 15300.1 and 15369. Accordingly, the CEQA findings adopted for Permit 19707 remain applicable.
