The proposed project consists of the following requests: 1. A Use Permit Amendment (PLNP2016-00130) to allow surface mining on four additional parcels totaling86 acres and three additional years of mining. 2. A Rezone to add the Surface Mining Combining Zone to 86 acres of IR zone (Interim Agricultural Reserve) on four parcels (APNs 064-0080-009, 064-0080-061, 066-0040-003, and 066-0040-004. 3. A Community Plan Amendment to add language to the Florin-Vineyard Community Plan that would allow for surface mining activity on two parcels (APNs 064-0080-009 and 064-0080-061 ), a use that is compatible with the zoning on these parcels prior to adoption of the Florin-Vineyard Community Plan, for the duration of the related Use Permit. 4. A Reclamation Plan Amendment to include new mining area into Reclamation Plan that include end use of open space (suitable for dryland grazing) and/or non-prime agriculture. 5. A Development Agreement Amendment between the Applicant and the County of Sacramento. Granite Construction Company (Granite) will expand mining operations onto four additional parcels to the south of the existing Vineyard South Mine. Granite would mine approximately 60 of the 86 acres on the four expansion parcels. Average depth of overburden (thickness) is estimated at 20 to 35 feet. Average depth of sand and gravel is estimated at 20 to 40 feet. The anticipated maximum depth of mining is 75 feet below ground surface (bgs), which corresponds to elevation negative 16-18 feet above mean sea level (amsl). Based on current mine design, the project expansion parcels contain an anticipated 3.5 million cubic yards of overburden and anticipated 3.1 million tons of sand and gravel. Granite proposes no change to approved annual production rates. Granite is currently permitted to produce up to 2,000,000 tons per year. No aggregate processing plants are proposed in the Project area. Consistent with the current approvals, limited in-pit dry screening may occur occasionally to support conveyor transport (e.g., if large cobbles are encountered). The project proposes to reconfigure the Phase 28 mining area analyzed in the EIR and add a third phase (Phase 3). Other physical improvements include the installation of fencing around Phase 28 and Phase 3 areas for public safety and site security. The project will also extend the existing earthen berms to separate the mining pits from the 100-year floodplain along the south side of Phases 28 and 3. No other drainage course alterations, diversions, or work in active waterways is anticipated. Landscape screening will be installed along the frontage of Florin Road, consistent with the approved planting pallet. CONTROL NUMBER: PLNP2024-00037
