Document Description
A Conditional Use Permit to operate a large-scale commercial organics processing and soil amendment operations on 11.44 acres consisting of the processing of wood waste and green materials feedstock into compost for the property located at 6859 Arnold Road. Operational activities include composting, screening, chipping and grinding, and storage activities related to the production of compost, compost feedstocks, and chipped and ground materials. The project includes the use of an existing 9,275 square foot (sq. ft.) packing building, an existing scale and scale house, portable toilets, mobile grinder, mobile trommel screen and mobile trommel shaker screen, an 858 sq. ft. open bin, and a 283 sq. ft. storage trailer. The annual facility throughput is a maximum 93,000 tons per year, and maximum storage volume of feedstock and compost allowed on-site is 12,500 cubic yards. All trucks, deliveries and employee traffic shall use Hueneme Road to Arnold Road, and utilize the existing facility entrance at Arnold Road. The use of Olds Road is prohibited. Average heavy-duty truck trip estimates for throughput at the facility shall consist of 72 one-way trips/day for materials transportation and four one-way trips/day for vendor deliveries. Average employee trips are 29 trips per day (includes 9 full time and 4 seasonal employees). The operation of the commercial organics processing operation use shall be limited to Monday through Saturday from 6:00AM to 6:30PM. Soil amendment operations shall be limited to 7 AM to 4:30 PM, Monday through Friday and 7 AM to 3 PM on Saturday. The facility shall be closed on Sunday. All products (e.g., compost or mulch) must be sold, given away, or beneficially used within 24 months of the facility’s acceptance of the raw material. Feedstock materials shall not be accepted at any time when the storage capacity of the site would be exceeded by such delivery. Only separated organic (originally derived from living organisms) materials shall be accepted at organics processing operations. Asbestos-containing waste material, infections waste, or hazardous wastes shall not knowingly be accepted. All incoming materials shall be inspected for contaminants, such as plastic, and all contaminants shall be removed to the greatest extent feasible before processing.
