Document Description
The proposed project is a continued phase of the update of the City’s zoning code in compliance with Project Design Feature 4.4.1 of the Program EIR for the Land Use Element (LUE)/Urban Design Element (UDE) adopted in 2019. The proposed project would implement a series of targeted amendments to the City of Long Beach Zoning Regulations that apply to properties within the Greater Bixby Knolls area (Bixby Planning Area) of the City. These zoning updates would serve as an implementation action of the City’s General Plan LUE and support the City’s ongoing effort to modernize zoning citywide. The project also includes a General Plan amendment to facilitate text and Land Use Map changes to the LUE to conform to Housing Element law and clarify housing development potential, expand site inventory availability in a high-resource area, and resolve erroneous PlaceType designations in northern Long Beach. The proposed amendments are intended to align local zoning standards with the adopted LUE PlaceTypes, enhance consistency between regulatory and policy frameworks, and remove outdated provisions that create barriers to neighborhood-serving commercial activity, mixed-use development, and reinvestment in existing corridors.
