Document Description
A Site Plan Review (SPR25-022) request to allow the construction of an amphitheater event venue (Long Beach Amphitheater) with approximate 11,000-seats (with additional standing-room areas accommodating up to 12,000 persons in total capacity) on an approximately 7.1-acre site at the Queen Mary leasehold, currently used as a paved surface parking lot,in conjunction with a Conditional Use Permit (CUP25-013) to allow the on-premises sale and consumption of alcoholic beverages (Alcoholic Beverage Control [ABC] Types 47, 58, 68, and 77) at the event venue located at 1051 Queens Highway within the Subarea 4 of Queensway Bay Planned Development (PD-21) District. The application includes an Administrative Use Permit (AUP25-15) request for the adjustment of parking requirements pursuant to Section 21.41.223 of the Zoning Regulations that would allow for implementation of a parking management plan and Transportation Demand Management (TDM) measures for event days.

Reasons for Exemption
A CEQA Compliance Checklist (PECC 04-25) was prepared for the proposed project, which found that the project is consistent with the development density established by the City of Long Beach General Plan Land Use and Urban Design Elements for which an EIR (i.e., the City of Long Beach General Plan Land Use and Urban Design Elements Program Environmental Impact Report [General Plan EIR]; State Clearinghouse No. 2015051054) was certified. Consistent with CEQA Guidelines Section 15183(b), there are no project specific effects which are peculiar to the project or its site. There are no project specific impacts which the General Plan EIR failed to analyze as significant effects. Further, there are no potentially significant off-site and/or cumulative impacts which the General Plan EIR failed to evaluate. Furthermore, there is no substantial new information which results in more severe impacts than discussed in the General Plan EIR. Therefore, pursuant to CEQA Guidelines Section 15183, the project is exempt for further environmental review.
