Document Description
The Department of Toxic substances Control (DTSC) approved the Remedial Action Plan (RAP) for Area of Interest (AOI)-A located within Beverly Hills High School (Site).
Soil at AOI-A was found to be impacted by multiple contaminants of concern mainly total petroleum hydrocarbons and Title 22 metals. Soil vapor was found to be impacted by methane, hydrogen sulfide, and volatile organic compounds. To address impacted soil and soil vapor at AOI-A, the following remedial actions will be implemented:
1. Excavation of shallow soil across AOI-A in addition to excavating to deeper depths at specific locations. Approximately 25,000 cubic yards of impacted soil will be excavated. After excavation, these areas will be capped. They will be covered with clean soil and then covered by asphalt, turf, or the foundation of the new buildings.
2. Installation of Vapor Intrusion Mitigation System (VIMS) for all new buildings in accordance with the requirements of the City of Los Angeles Ordinance, Design Level V, which represents the highest level of protection. Design Level V includes a vapor barrier beneath the buildings; pressure sensors and mechanical extraction system below the vapor barrier; and for the lowest occupied space of the building, i.e., first floor, gas detection system, alarm system and mechanical ventilation, which is automatically activated by the alarm. In addition, Vents will be installed in the hardscaped areas.
3. Long term Maintenance and Monitoring to ensure the VIMS and the soil cap remain intact and provide continuous protection to the school community, and to ensure gas buildup is not occurring beneath the buildings, hardscaped and landscaped areas.
4. Recording a Land Use Covenant which restricts certain activities at the Site.
