Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement (EPIMS-SDO-41731-R5), pursuant to Fish and Game Code section 1602, the project Applicant, Robert Turner, East County Sand Mine, LLC.
The East County Sand Mine project would mine approximately 674,000 cubic yards (CY) of sand and topsoil from the site and implement the required mine reclamation plan. Sand mining would occur primarily in a set of deep pits on 17.87 acres, to a depth of 415 feet above mean sea level, while topsoil mining would occur on the upper four feet of the sand mining pits and the remainder of the 27.58-acre Major Use Permit (MUP) area. The entire MUP would be impacted by mining and the required mine reclamation. Project impacts can be divided into two categories, as shown on the “Overall Extraction Plan” in the project impact figures: sand mine impacts in the deep pits and topsoil mining and reclamation impacts outside the sand mine pits. Approximately 677,400 CY of clean and inert soil, rock, and concrete would be imported and recycled for use as on-site fill and channel rip-rap and for sale. Reclamation will include creation of new Slaughterhouse Creek and San Vicente Creek channels capable of carrying 100-year storm flows, and expansion of the existing Anderson channel to increase its capacity. These new channels downstream of the confluence with Slaughterhouse Creek will also be used for County wetland habitat mitigation, CDFW riparian/streambed mitigation, and Waters of the State mitigation. An open space easement will be placed over the portions of Slaughterhouse Creek and San Vicente Creek that will be used as mitigation.
