Document Description
The Fulton Playfield Multi-Benefit Infiltration Project proposes incorporating infiltration elements into the existing Greenflag Detention Basin (Basin) to add water quality and volume reduction benefits to the Basin without compromising the flood control function. The Project includes modification to the existing diversion weir box by creating two chambers (diversion and bypass chambers) to divert stormwater to the Basin during storm events and installation of approximately 12 infiltration drywells adjacent to the Basin. The existing flap gates will be replaced with sliding gates to maintain the stormwater in the Basin and to allow infrequent manual dewatering if needed. When the Basin is filled during large storm events, excess stormwater runoff will flow downstream via the existing weir wall into the overflow chamber and existing storm drain. Parkway greening (bioretention cells) is proposed along both sides of Rindge Lane and west side of Earle Lane to capture and treat street flows that are not currently tributary to the project. An ocean-friendly garden is proposed along the north perimeter between the Playfield and Ripley Avenue to treat street runoff and provide public education on green stormwater management practice. Park enhancement, such as outdoor fitness equipment, will also be implemented as part of the Project per community stakeholder input. The Los Angeles County Flood Control District is acting as a Responsible Agency for the Project for the issuance of a Use and Maintenance Agreement. The City of Redondo Beach (Lead Agency) certified the District's Enhanced Watershed Management Program Environmental Impact Report (PEIR) on June 16, 2015. The District conducted a review of the Project in light of the PEIR, that was certified by the County of Los Angeles Board of Supervisors, as the governing body of the District, on May 26, 2015. The Notice of Determination for the Enhanced Watershed Management Program PEIR was submitted to the State Clearinghouse (File No. 2014081106) and filed with the Los Angeles County Clerk on May 27, 2015. Based on this review, project-specific impacts do not meet any of the conditions in State California Environmental Quality Act (CEQA) Guidelines Section 15162 or Section 15163. No new environmental documentation is required under Section 15168(c)(2) of the State CEQA Guidelines.
