Document Description
The proposed Liberty Ranch Elementary School Project (proposed project) involves the construction and operation of a new Kindergarten (K) through 6th grade public elementary school campus on an approximately 8.9-acre parcel (APN 148-1240-024-0000) east of Marengo Road and south of Twin Cities Road within the Liberty Ranch subdivision in the northeastern portion of the City of Galt, Sacramento County, California (project site). The project site is designated Public/Quasi-Public (PQ) in the City’s General Plan and identified as a future school site on the Liberty Ranch Tentative Subdivision Map. The proposed project would accommodate up to 600 students and approximately 60 staff members, including teachers, administrators, and support personnel.
The proposed project would include seven one-story buildings totaling approximately 50,475 square feet, consisting of an administration and library building, a kindergarten classroom building (with four classrooms), a multipurpose building with an associated kitchen, and four classroom buildings serving grades 1 through 6 (with six classrooms each). Each building would be designed and constructed in accordance with the California Building Code (CBC) requirements and the Division of the State Architect (DSA) standards for structural safety, fire/life safety, and accessibility. The proposed project layout groups classrooms by grade level, with direct access to outdoor play areas, hard courts, and a playfield on the southern portion of the project site. A lunch canopy would be provided towards the middle of the project site and a dedicated kinder playground would be on the west side of the campus, adjacent to the kinder classroom building. Site improvements would include approximately 104,000 square feet (2.4 acres) of landscaping with drought-tolerant plantings, 237,500 square feet (5.45 acres) of hardscape improvements such as walkways, plazas, and play areas, and a surface parking lot providing 50 spaces, including ADA-accessible and electric-vehicle stalls, and a pick-up/drop-off curb. The proposed project would incorporate efficient, modern building design in accordance with the California Building Code (CBC) and Division of the State Architect (DSA) standards for seismic safety, energy efficiency, and accessibility.
Primary access to the project site would be provided from Walnut Avenue via a drop-off and pick-up loop connected to the on-site parking lot. Pedestrian and bicycle access would be provided from Walnut Avenue and Liberty Ranch Road, which are planned two-lane local collectors with sidewalks and bicycle-friendly features. The school site would be delivered rough-graded with water, sewer, storm drain, and dry utilities extended to the site boundary by the Specific Plan developer. Construction of the proposed project would occur in a single phase over an estimated five- to seven-year period, including site preparation, grading, installation of underground utilities, building construction, paving, landscaping, and final finishing.
Upon completion, the proposed project would operate on a traditional August to June academic calendar, with typical hours from 7:30 a.m. to 6:00 p.m., and would serve as a key public facility supporting the growing residential neighborhoods within the Liberty Ranch and Eastview Specific Plan Area.
