Document Description
The proposed project includes a request to amend the Village 7 General Development Plan (SCH # 2005062001), as well as the Village 5 General Development Plan (SCH # 2014052071) to implement previously approved land use designation changes and unit increases within the Village 7 Specific Plan and Village 5 Specific Plan. In addition, the amendment would provide development standards for Village Medium-High Density Residential (VMHDR), a new land use designation, to Village 7, which would allow for a greater range of residential densities permitted within such areas (between 6.0 and 18.0 dwelling units per acre [du/ac]). The proposed project would remain consistent with the City of Lincoln General Plan. An Addendum to the Village 7 Specific Plan EIR and Village 5 Specific Plan EIR was adopted on July 28, 2026 in association with this project. (PLN25-00013)

The project site is located within the adopted Village 7 Specific Plan area south of Moore Road and ·an unincorporated portion of the Village 5 Specific Plan area. The approximately 231.2-acre project site is identified by Assessor's Parcel N1.mlbers (APNs) 021-263-006, 021-350-006, -023, -027, --038, -039, --040, and -046. The proposed project includes land use plan modifications to approximately 147 .7 acres of the Village 7 Specific Plan area and 34 acres of the Village S Specific Plan area, located northwest of the Moore Road and Sorrento Parkway intersection. In addition, the proposed project includes minor modifications within an approximately 49.5-acre portion of the Village 7 Specific Plan area, located south of Moore Road (APNs 021-263-014, -022, and -023). The project site is predominantly undeveloped and consists of agricultural fields, with two rural residences located in the northeast comer of the site. The project site is surrounded by the Auburn Ravine to the north; existing residences to the east; undeveloped land within the Village 7 Specific Plan area to the south; and rural residences, the City of Lincoln Wastewater Treatment and Reclamation Facility (WWTRF) and undeveloped land within the Village S Specific Plan area to the west.
