Document Description
A request by Tim Kihm with Redtail Acquisitions for a Minor Use Permit, Variance, and Coastal Development Permit (C-DRC2025-00022) to allow a new 53,000-gallon storage tank to supplement the existing water supply for Port San Luis Harbor District, as required under conditions of approval for DRC2013-00044 for the site formerly known as Harbor Terrace, now Flying Flags RV Resort and Camping facility located at 6450 Babe Lane in Avila. Redtail Acquisitions is the applicant, site lessee, developer and manager of the RV park and campground; Port San Luis Harbor District is the landowner and lessor. The project includes preparing a new tank pad and tank installation at the existing water storage facility site (located uphill from the RV campground), widening the 400-foot access road which ranges from 15%-23.8% gradient, addressing drainage conveyance, installing a new 12" storm drain line within the access road, and applying a gravel overlay extending from the tank site to the unfinished upper terrace of the campground development. The supplemental water tank installation will enable completion of the RV facility’s final buildout. Total project grading is approximately 1,756 cubic yards of cut and fill earthwork, and total disturbance is approximately 30,924 square feet. The grading requires findings for Adjustment under 23.05.034(3) for 373 cubic yards of impacts to slopes between 20% and 30% gradient. Findings for a Variance are also requested under 23.01.045 for 474 cubic yards of earthwork on slopes in excess of 30%. The site is located within the Avila Beach Urban Reserve, within the San Luis Bay Coastal Planning Area.
