Document Description
The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under California Code of Regulations, Title 22, Division 4.5, Chapter 20 prepared an Addendum to a previously adopted 2014 Initial Study/Negative Declaration (IS/ND) to evaluate activities associated with the request to renew the existing Hazardous Waste Facility Permit (Permit) for Veolia ES Technical Solutions, LLC (Veolia). The Permit Renewal will authorize Veolia to continue operating a hazardous waste storage and transfer facility for ten years. The facility is located at 1125 Hensley Street in Richmond, California 94801. There are no proposed changes in operations or construction, and there are no proposed ground disturbing activities. Background: Veolia is a hazardous waste storage and transfer facility located within Contra Costa County. The facility is used for the receipt, storage, and transfer of containerized hazardous wastes including Resource Conservation and Recovery Act (RCRA) and non-RCRA hazardous wastes, universal wastes, and petroleum-impacted materials. At the facility, hazardous waste is offloaded and placed into one of the designated storage areas or onto awaiting trucks. Hazardous waste may be repackaged and consolidated into drums or roll-off bins. Hazardous waste is stored in designated hazardous waste storage areas for less than one year before being transferred to a treatment or disposal facility. Some hazardous wastes are kept on trailers and under manifest for ten days or less, prior to shipment to a treatment or disposal facility. Veolia is not permitted to conduct treatment or disposal activities at the facility. The Addendum is to the previously adopted IS/ND and has been prepared to address activities associated with the request to renew the Permit for ten years and to amend the analysis of the previously adopted IS/ND due to updates to the CEQA Guidelines. The renewed Permit will authorize Veolia to continue operating the facility as approved under the previous Permit. This renewal extends the current Permit for ten additional years with no physical changes to the facility, its permitted storage capacity, or any other activities of the facility. This Permit Renewal will not result in any new or substantially more severe significant impacts on the environment.
