Document Description
The Department of Toxic Substances Control (DTSC) has approved the National Aeronautics and Space Administration (NASA) Final Phase 1 Groundwater Corrective Measures Study (Phase 1 GW CMS) dated January 4, 2024 and released the Final DTSC Statement of Basis (SB) dated January 2026 for the NASA Phase 1 GW CMS and selection of final remedies for the four Target Treatment Areas (TTAs) of groundwater and bedrock vapor contamination at the NASA administered federal property at the Santa Susana Field Laboratory (SSFL). The final remedy for the cleanup of contaminated groundwater and bedrock at the SSFL is being conducted under the 2007 Consent Order for Corrective Action between DTSC and the SSFL Responsible Parties (NASA, the U.S. Department of Energy, and The Boeing Company). The treatment technologies selected to address high concentrations of trichloroethene (TCE) and its breakdown products in groundwater and bedrock vapor in the TTAs include groundwater pump and treat, enhanced in-situ bioremediation, and bedrock vapor extraction.?DTSC will also oversee the implementation of monitored natural attenuation and a land use covenant to restrict land use. The NASA Phase 1 Groundwater cleanup is part of the overall program for soil and groundwater remediation activities and the removal of structures under DTSC oversight at the approximately 2,850-acre SSFL site, as described in the Final Program Environmental Impact Report certified on July 19, 2023. The overall program will be implemented through DTSC’s issuance of individual decision documents associated with remediation plans prepared by the Responsible Parties.
