Document Description
AMENDED NOD - Design Review Board finding of consistency of, or in the alternative a minor modification to, design requirements of the Bell Business Center Development Agreement adopted in 2013 (the “Project”) and its associated 2013 Environmental Impact Report (SCH No. 2013041025; the “2013 EIR”), for the Cemex Facility located at 5091 Rickenbacker Road in the City of Bell, California. The Facility, which is a component of the Project, comprises approximately 67,750 s.f. of floor area, including a Main Storage Building, Modular Office Building, Guard Shack, and conveyor and loading systems. No mining or processing of mined material occurs at the Facility. The use of the Facility was previously determined by the City to represent a type of use customarily conducted in the outdoors, rather than in an enclosed building.
The City prepared an addendum to the 2013 EIR, pursuant to CEQA Guidelines Section 15164, to evaluate whether the Facility would result in new or substantially more severe effects (pursuant to CEQA Guidelines Section 15162) than those disclosed in the 2013 EIR.
