Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement (EPIMS-SDO-63424-R5), pursuant to Fish and
Game Code section 1602 to the City of Escondido. The Project is limited to the routine maintenance of the stormwater and flood control facilities. Project activities include: dredging and excavating concrete and earthen channels and basins, clearing culverts and associated inlet and outlet structures, repairing existing concrete or riprap, temporary dewatering, water diversions, vegetation clearing and trimming, and clearing and grading access roads. At maintenance sites with natural, earthen bottom channels and native vegetation, vegetation management will be limited to trimming understory vegetation to maintain the minimum area needed to preserve low-flow channel function.

The Project will occur within a total of 63,869 linear feet of stream located at 87 flood control and drainage facilities in Escondido Creek, San Diego Aqueduct, Vista Canal, San Bernardo Valley, and San Marcos Creek, and tributaries thereto, in the City of Escondido, County of San Diego, State of California; U.S. Geological Survey (USGS) map San Marcos, Valley Center, and Escondido quadrangles; Calwater 4904.520000, 4904.620000; and, 4905.210000.

The maintenance facilities occur in urban and suburban areas and consist of concrete
