El Segundo Surf Club Project (EA 1411)

The El Segundo Surf Club Project (Project) proposes construction and operation of a private commercial/recreational surf club on an approximately 9.3-acre site located at 100–200 South Nash Street in the City of El Segundo (Project site). The Project site is primarily undeveloped but previously improved with limited improvements (i.e., paved areas, a former helicopter pad, surface parking, access roads, and limited ornamental landscaping). The Project would remove existing onsite improvements and construct four three-story buildings totaling approximately 50,236 gross square feet, including member-only recreational and hospitality uses, a public restaurant and meeting space, wellness, retail, office, administrative, and support uses, along with a large surf wave pool, standing wave pool, two recreational pools, outdoor amenities, landscaping, padel courts, surface parking, bicycle parking, and associated utility and circulation improvements. The Project would provide vehicular access from East El Segundo Boulevard and South Nash Street, and would include frontage and circulation improvements consistent with the El Segundo South Campus Specific Plan and Development Agreement (i.e., widening and improving East El Segundo Boulevard adjacent to the Project site and providing a pedestrian easement and walkway connection to the LA Metro El Segundo Station). The Project has been found consistent with the density planned for the Project site by the El Segundo South Campus Specific Plan (i.e., zoning action). Environmental impacts were previously considered and mitigated through the El Segundo South Campus Specific Plan Environmental Impact Report, which was certified in December 2015 (State Clearinghouse (SCH) No. 2012101081) (Certified EIR). No environmental effects were found to be peculiar to the Project or the parcel on which the Project is located; the Project would not cause any environmental effects that were not analyzed as significant in the Certified EIR; cumulative and off-site impacts associated with Project development, as proposed, were fully addressed in the Certified EIR and because the Project is consistent with the ESSCSP development density analyzed in the Certified EIR, Project implementation would not result in any new or altered cumulative impacts or off-site impacts beyond those addressed in the Certified EIR; and there is no substantial new information which was not known at the time the Certified EIR and which indicates that any previously identified significant effects would be more severe. Therefore, the Project has been found to be consistent with the analysis contained in the Certified EIR and no further analysis is necessary.
