Document Description
The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under California Code of Regulations, Title 22, Division 4.5, Chapter 20 prepared an Addendum to a previously adopted Initial Study/Negative Declaration (IS/ND) to evaluate activities associated with the Class 1* Permit Modification request to the existing Hazardous Waste Facility Permit (Permit) for Kinsbursky Brothers Supply, Inc. (Facility). The Class 1* Permit Modification will authorize the Facility to update the Permit and Part B Permit Application to reflect ownership change of the Facility. The Facility is located at 1314 North Anaheim Boulevard in Anaheim, CA 92801. There are no other proposed operational changes and no physical changes that require construction and/or ground disturbance proposed by the Facility.
Background: Kinsbursky Brothers Supply, Inc. is an approximately 5-acre hazardous waste treatment and storage facility located at 1314 North Anaheim Boulevard in Anaheim, California. The Facility reclaims batteries, catalytic converters; recovers precious metals from scrap electronic and electrical parts, silver chips, sludge, and metal bearing solutions; processes waste precious metals and provides treatment and waste storage services. The Facility is authorized to operate 11 hazardous waste management units (HWMUs) for consolidating, managing, treating, and storing hazardous waste. DTSC, pursuant to authority granted under California Code of Regulations, Title 22, Division 4.5, Chapter 20, reviewed the Class 1* Permit Modification request to update the current Permit. Ownership of the Facility has changed from Kinsbursky Family Trust to 1314 N Anaheim Blvd., LLC and as result the legal owner has been updated throughout the Permit and Part B Permit Application to reflect the ownership change. The Facility only proposes this minor administrative change to the Permit and no operational or physical changes. The purpose of this Permit Modification is to implement changes in the Permit and Part B Permit Application reflecting a change in ownership. All other operating activities of the Facility will continue as previously approved. There are no other proposed changes to the Facility, or any of the waste being received or treated, or to any other operations or units. There will be no significant operational changes or ground disturbance. All previous Permit requirements will remain in effect. This Permit Modification will not result in any new or substantially more severe significant impacts on the environment.
