Document Description
Project proposal is to construct a 232-unit multi-family residential development on a vacant 18.06-acre site located at the southeast corner of Vaca Valley Parkway and Allison Parkway. The project includes five house plan models, ranging in floor area from 1,176 sq. ft. to 1,829 sq. ft., with approximately 2 acres allocated for non-residential amenities, including a clubhouse/leasing office, fitness center, outdoor pool and spa, and a park and open space area. The site plan includes 542 on-site parking spaces, featuring single-car and two-car garages, with primary and secondary access located on Vaca Valley Parkway.
Pursuant to Section 15183 of the California Environmental Quality Act (CEQA), environmental review is not required because the project is consistent with the density, zoning, and general plan policies for which an Environmental Impact Report (EIR) was certified. The City has prepared a Modified Initial Study to demonstrate how the project was previously evaluated in the City of Vacaville General Plan and Environmental Impact Report (EIR; State Clearinghouse [SCH] No. 2011022043) certified on August 11, 2015 (Resolution 2015-074); the City of Vacaville General Plan Transportation Element and Energy and Conservation Action Strategy (ECAS) Update and Supplemental EIR certified on September 28, 2021 (SCH No. 2020090526); and the Addendum to the General Plan EIR that was prepared for the 2023-2031 Housing Element Update, which was adopted on June 27, 2023 (SCH No. 2011022043). Therefore, no additional review is required. The Findings of Fact (Exhibit A) contain a comprehensive description explaining how this project satisfies the criteria to meet this exemption category.
