Document Description
The Project involves the construction of the California HST alignment. This Major Amendment No. 34 modifies several species-specific ITP conditions of approval.
The Project is expected to result in incidental take of California tiger salamander (Ambystoma californiense, CTS), Tipton kangaroo rat (Dipodomys nitratoides nitratoides, TKR), San Joaquin antelope squirrel (Ammospermophilus nelsoni, SJAS), Swainson’s hawk (Buteo swainsoni, SWHA), San Joaquin kit fox (Vulpes macrotis mutica, SJFK), western burrowing owl (Athene cunicularia hypugaea, BUOW), and blunt-nosed leopard lizard (Gambelia sila, BNLL) (collectively, the Covered Species). CTS, SJAS, SWHA, and SJKF are species designated as threatened, TKR is designated as endangered, and BUOW are designated as a candidate species under the California Endangered Species Act (CESA). BNLL is designated as endangered under CESA and is fully protected under Fish and Game Code. The ITP referenced above as issued by CDFW authorizes incidental take of species listed under CESA that may occur as a result of Project implementation.

The Project includes the California High Speed Train (HST) alignment beginning on the south side of the G Street and San Benito Street intersection, north of Highway 41, in the City of Fresno, Fresno County, California. From this intersection, the Fresno to Bakersfield HST alignment extends south either along or adjacent to the Burlington Northern Santa Fe Railway (BNSF) for approximately 92 miles before reaching the section endpoint, at the intersection of Poplar Avenue and Madera Avenue, within the city limits of Shafter, in Kern County, California.
