Document Description
The original Project involved the construction of the California HST alignment. This Major Amendment No. 32 contemplates an increase in Project-related incidental take as a result of Covered Activities.
The Project is expected to result in incidental take of western burrowing owl (Athene cunicularia hypugaea, BUOW) which is designated as a candidate species under the California Endangered Species Act (CESA). This Major Amendment No. 32 adds BUOW as a Covered Species subject to take authorization which will be impacted by Covered Activities, updated associated Conditions of Approval, adds species-specific Conditions of Approval for BUOW and updates the Project impacts to reflect the loss of BUOW habitat The ITP referenced above as issued by CDFW authorizes incidental take of species listed under CESA that may occur as a result of Project implementation.

The Project includes the California High Speed Train (HST) alignment beginning on the south side of the G Street and San Benito Street intersection, north of Highway 41, in the City of Fresno, Fresno County, California. From this intersection, the Fresno to Bakersfield HST alignment extends south either along or adjacent to the Burlington Northern Santa Fe Railway (BNSF) for approximately 99 miles before reaching the section endpoint, at the intersection of 7th Standard Road, and Santa Fe Way, within the city limits of Shafter, in Kern County, California.
