Document Description
The proposed Modified Project would accommodate construction and utility installation activities for the Pier B On-Dock Rail Support Facility Project consisting of: Demolition of the Berths D52-54 Transit Shed on Pier D along Pico Avenue; Extension of an existing 36-inch diameter sewer line along West 12th Street between Harbor Avenue and Fashion Avenue; Relocation of the Control Point Foote Wye east of the Dominguez Channel to be compatible with mainline rail track configurations in the Control Point Crucero; Installation of conduit to extend an existing rail signal in the Control Point Foote Wye area; Closure of Grant Street (between Schley Avenue and Farragut Avenue) and Southern Pacific Drive (between Schley Avenue and Perry Avenue) in the City of Los Angeles; Construction of water and sewer lines on West Water Street near Interstate 710; Designation of temporary construction staging and laydown areas near the Dominguez Channel Rail Bridge, south of West Anaheim Street and west of Jackson Avenue, north and east of Carrack Avenue, and beneath the Long Beach International Gateway Bridge accessed from West Pier D Street; pavement restriping and installation of signage at the southbound I-710 Exit 1B offramp off Pico Avenue; and removal/abandonment of Sewer Main Line, north of the Toyota Logistics Services building at Pier B. Operational activities of the Pier B On-Dock Rail Support Facility Project would remain the same as discussed and analyzed in the certified EIR.
Minor additions and changes to the Pier B Project consist of the following 10 areas:
1 - Berths D52-D54 Transit Shed Demolition. Demolition of the entire Transit Shed at Pier D Berths 52-54, located in the southeast portion of the project area, west of Pico Avenue, to accommodate realignment of Pico Avenue and site reconfigurations on the west side of existing Pico Avenue. The 2025 Draft SEIR proposed partial demolition of the Transit Shed, which is deemed infeasible due to cost, engineering and constructability complexities related to maintaining the remainder of the building’s integrity after partial removal of the façade and easterly portion of the Transit Shed. Thus, total demolition of the Transit Shed is now proposed.
2 - West 12th Street Sewer Line Installation. Extension of a 36-inch-diameter sewer along West 12th Street between Harbor Avenue and Fashion Avenue.
3 - Control Point Foote Wye Track Relocation and Rail Signal Extension. Relocation of the Control Point (CP) Foote Wye, east of the Dominguez Channel to be compatible with the revised mainline track configurations in the CP Crucero area. Relocation, removal, and/or protection-in-place of water, gas, storm drain, electrical, communication, and oil utilities would accommodate the relocated rail tracks. Grant Street (between approximately Schley Avenue and Farragut Avenue) and Southern Pacific Drive (between approximately Schley Avenue and Perry Avenue), within the City of Los Angeles, require closure to accommodate track realignment work. Installation of conduit to support extension of the railroad signal in the CP Foote Wye Area, west of Pennington Avenue, east of the Dominguez Channel, north of Grant Street. An existing rail signal shelter adjacent to the Dominguez Channel would be demolished.
4 - West Water Street Utility Connections. Construction of sewer and water lines on West Water Street, near the I-710 interchange at Ocean Boulevard.
5 - Dominguez Channel Rail Bridge Construction Staging and Laydown Area. Area (.03 acres) for temporary construction equipment staging and laydown for contractor activities related to the construction of the security wall under the existing and widened Dominguez Channel Rail Bridge.
6 - Pavement Restriping. Restriping and signage at the southbound I-710 Exit 1B offramp, and adjacent to Queen’s Wharf Restaurant off Pico Avenue.
7 - Anaheim Street Construction Staging and Laydown Area. Area (2.5 acres) used for temporary construction equipment staging and laydown for contractor activities related to construction, south of West Anaheim Street and west of Jackson Avenue.
8 - Carrack Avenue Construction Staging and Laydown Area. Area (12.3 acres) used for temporary construction equipment staging and laydown for contractor activities related to construction, north and east of Carrack Avenue, east of an Oil Operating Area, and south of the Toyota Logistics Services lot.
9 - Pier B Sewer Main Line Removal/Abandonment. Removal/Abandonment of a COLA-owned 27-inch sewer main line, north of the Toyota Logistics Services building at Pier B near the intersection of Pier B Street and Carrack Avenue. As part of the sewer work, POLB would take ownership of the sewer to remove/abandon it in place and would install and maintain a new manhole at the point of connection (POC) between the existing POLB/COLA sewer. Approximately 275 feet of the sewer within Southern California Edison’s (SCE) right-of-way is proposed to be removed, and approximately 2,389 ft of sewer within Toyota Logistics Services’ parking lot at Pier B is proposed to be abandoned.
10 - West Pier D Street Construction Staging and Laydown Area. Two areas (totaling 4.9 acres) for temporary construction equipment staging and laydown for contractor activities related to construction, beneath the Long Beach International Gateway Bridge, accessed from West Pier D Street.
