Document Description
In December 2009, the BVID Board of Directors certified the EIR for the Temporary Water Transfers Project. Since the 2009 certification, BVID has identified the need for three project changes: (1) extension of the water transfer period from 2025 to 2050 to align with the recent extension of the Lower Yuba River Accord Long-Term Water Transfer Program; (2) inclusion of water transfers to North of Delta water agencies; and (3) potential release of instream flows under the California Department of Water Resources Instream Flow Water Purchase Program. These changes are the project modifications addressed in this Addendum. These project modifications would not result in the construction of any new facilities, and transfers would be made following the same methods, timing, and constraints that have been in effect for the last 15 years. Water would continue to be transferred when willing buyers are available and need supplemental water supplies due to drought or other considerations consistent with all applicable regulatory and capacity constraints on the CVP and SWP pumping and conveyance systems. New buyers north of the Delta would use their existing on-stream facilities or existing CVP and SWP facilities such as the North Bay and South Bay Aqueducts to divert water purchased from BVID within the existing diversion capacities and historic use amounts of the buyers. Total transfer volumes would continue to be limited to the 3,100 acre feet per year of Conservation Water, and BVID’s water rights would not change.
