Document Description
The Vasco Road Safety Improvement Project consists of safety improvements to a 2.5-mile-long stretch of Vasco Road at the location identified above. This stretch of rural, twisting road has a history of high traffic counts of and high speed traffic incidents. The project will construct a concrete median barrier, install road shoulders that meet current design standards, connect two existing southbound truck passing lanes and install associated drainage, retaining walls, signing, striping, turn pockets, guardrail adjustments, wildlife crossing features, barrier end treatments and two bridge widenings. Cut slopes will be excavated where right of way allows. Work will progress through all seasons, though not in adverse weather conditions. Phase 1 of the project was completed in January of 2012. As a result of design updates to the current standards, the following modifications to the project elements include: 1. Redesigned wildlife undercrossings 2. Minor changes to bridge design over Brushy Creek 3. Addition of stormwater treatment facilities 4. Changes to grading and associated excavated material volumes 5. Changes to the location of wildlife exclusion fencing 6. Relocation of the existing East Bay Regional Parks District access easement to the north, still within Assessor’s Parcel No. 001-011-048. These proposed modifications were reevaluated under applicable sections of a modified version of Appendix G of the CEQA Guidelines to determine if the modifications resulted in a substantial change that would require major revisions of the IS/MND. Re-evaluation of the modifications did not result in significant impacts that would warrant changes to the IS/MND and therefore a CEQA Addendum was prepared.
