Document Description
As a part of the Vasco Road Safety Improvements Project, Project No. 0662-6R254/4255, CP#09-55, Phase 2 (Project), State Route 4 Bypass Authority is seeking take coverage from the East Contra Costa County Habitat Conservancy (Conservancy) under the ECCC Habitat Conservation Plan/Natural Community Conservation Plan (HCP/NCCP) to widen a 1.5 mile stretch of Vasco Road roadway to install a median barrier while maintaining existing travel lanes, with associated drainage, bridge expansion, wildlife crossings, and roadway improvements between the cities of Brentwood and Livermore (see attached map). For purposes of the Project, the Conservancy is the CEQA responsible agency. Contra Costa County Department of Conservation and Development prepared an Initial Study/Mitigated Negative Declaration (IS/MND) and Mitigation Monitoring and Reporting Plan (MMRP) for the Project, the Vasco Road Safety Improvement Project SCH#2009062094 dated August 25, 2009 and an Addendum dated April 25, 2012. The Conservancy is a CEQA responsible agency for purposes of the Project and, as such, will rely on the approved IS/MND, the MMRP and environmental record prepared by Contra Costa County Department of Conservation and Development for purposes of fulfilling its responsibilities under CEQA.
