Document Description
The City of Sacramento (City) is the Lead Agency responsible for preparation of a Supplemental Environmental Impact Report (SEIR) for the proposed River District Specific Plan Update (Plan). The SEIR to be prepared by the City will evaluate potential significant environmental effects of the proposed Plan and other actions associated with the proposed Plan. Since adoption of the original 2011 River District Specific Plan, new information, changed circumstances, and proposed updates to the Plan warrant additional environmental review pursuant to the California Environmental Quality Act (CEQA). Written comments regarding the issues that should be covered in the SEIR, including potential alternatives to the proposed Project and the scope of the analysis, are invited. The SEIR for the proposed Plan is being prepared in compliance with CEQA. Under CEQA, the City, as lead agency, must issue a Notice of Preparation (NOP) to inform trustee agencies, the public, and responsible agencies of its decision to prepare an SEIR. The purpose of the NOP is to provide information describing the Plan and its potential environmental effects and to solicit input on the scope and content of the SEIR. Agencies should comment on environmental issues related to their statutory responsibilities. The SEIR will provide an evaluation of potential environmental impacts that may result from implementation of the proposed project. The proposed Plan project description, location, and environmental issue areas that may be affected by development of the proposed project are described below. The SEIR will evaluate potentially significant environmental impacts of the proposed project, on both a direct and cumulative basis, identify mitigation measures that may be feasible to lessen or avoid such impacts, and identify reasonable alternatives to the proposed project.
