Document Description
Line E facility is a planned regional drainage facility within the SJV-MDP that would provide a service to an approximately 1,870-acre tributary area. Construction of Line E does not remove properties from the 100-Year floodplain of the San Jacinto River; this will be accomplished by elevating them from the San Jacinto River Floodplain. The Line E facility as identified in the SJV-MDP and evaluated in the SJV-MDP EIR is an earthen lined channel, extending upstream and north from the San Jacinto Reservoir east of Sanderson Avenue, turning west crossing Sanderson Avenue continuing west parallel to and south of the Metropolitan Water District of Southern California’s (Metropolitan’s) Casa Loma Barrel No. 1 easement south of Ramona Expressway.
The City of San Jacinto prepared an Environmental Impact Report (EIR) for the San Jacinto Valley Master Drainage Plan (SJV-MDP) and the San Jacinto Regional Area Drainage Plan (ADP) Amendment which was certified by the San Jacinto City Council on January 14, 2013. (State Clearinghouse No. 2009041077).
An Addendum to the SJV MDP EIR was prepared for the Line E Channel in order to modify the alignment to avoid sensitive environmental resources and significant water and wastewater infrastructure that would limit the constructability of Line E Channel as envisioned in the SJV MDP. Figure 1 depicts the regional location of Line E Channel, and Figure 2 represents the original alignment of the Line E facility per the SJV MDP and compares it to the currently proposed alignment of Line E facility as analyzed in the Addendum.
This addendum addresses Line E (hereinafter “Line E”) which is one of the regional drainage facilities planned by the SJV-MDP.
On June 2, 2026, in accordance with CEQA Guidelines Sections 15162 and 15164, the City of San Jacinto determined that the proposed Addendum to the previously adopted Environmental Impact Report for the San Jacinto Valley Master Drainage Plan (MDP) adequately addresses the Revision to Line E of the MDP, and that no subsequent or supplemental environmental review is required because the revision to Line E would not result in new or more significant environmental impacts than those previously analyzed and no substantial changes in circumstances have occurred that would create new or more significant environmental impacts.
