The EOT does not propose any physical changes to the project or introduce new or more severe environmental impacts than those previously analyzed in the MND. The EOT remains within the scope of the original environmental analysis—specifically, no substantial changes to the project are proposed, the circumstances under which the project is undertaken are not substantially changed, and no new information of substantial importance has emerged that would trigger the need for additional environmental review under CEQA Guidelines Sections 15162 through 15164. The Planning Commission will be required to make a finding that the MND and Addendum are adequate to satisfy the requirements of CEQA to approve the EOT.
