Document Description
The project includes the subdivision of the 17.97-acre property at 2400 Grant Street (APN 011-010-057) into 17 lots (Lots 1-17) for the future construction of single family residences, paving of a private access road, demolition of existing structure and removal of 16 trees, and associated on- and off-site improvements. The residential lot sizes range from 29,820 square feet to 56,552 square feet. Circulation improvements include the paving of a two-way private road that runs through the center of the subdivision with the primary access point provided from Grant Street and terminating in a hammerhead turnaround at lots 9 & 10 with an emergency vehicle access provided from Mora Avenue. A Class IV Multiuse Pathway, serving pedestrian and bicycle travel, would be provided on the opposite side of Grant Street as part of the project, consistent with the planned pathway mapped in the Calistoga Active Transportation Plan. In addition, the project will provide improvements to create a multiuse path at the site frontage. The project will connect to existing utilities on Grant Street and Mora Avenue. New lines will be installed on- and off-site to connect the development to the water line on Mora Avenue and to sewer and storm drain lines on Grant Street. Water and sewer demand analyses were completed, and the studies determined that existing systems have enough capacity for the proposed improvements. The project includes grading to modify the existing topography to accomplish positive drainage and to direct stormwater runoff to site areas and infrastructure designed to accommodate stormwater. The site design directs the majority of runoff towards a new bio-retention facility on the eastern edge of Lot 17. The bio-retention facility provides retention and treatment prior to leaving the site. It has capacity to convey stormwater collected onsite, as well as stormwater from upstream storm drain lines, to the existing storm drain lines along Grant Street. The initial plans, storm drain lines, and stormwater control plan have been reviewed by the Public Works Department. The final storm drain sizes and stormwater control plan for the site are subject to review and approval by the Public Works Department to ensure final plans and specifications meet standards to accommodate projected stormwater flows. The existing site contains vineyards, large mature trees, a 760 square foot existing residence, 100 square foot shed, and a 315 square foot shed. The existing residence and accessory structures are proposed to be demolished. Within the property, 227 existing trees meet the criteria of Calistoga Protected Trees, of which 16 are proposed to be removed to accommodate the proposed project (reduced from 60 trees proposed for removal under the prior design iteration). The trees proposed to be removed consist of 14 Valley Oaks and two California Black Walnuts. The project will be required to plant replacements consistent with the replacement ratios and requirements from the Public Works Department upon review of final plans for the tree removal permit, as required under the Conditions of Approval.
