Document Description
The East Contra Costa County Habitat Conservation Plan / Natural Community Conservation Plan (ECCC HCP/NCCP) is a comprehensive, multi-jurisdictional plan for species and habitat conservation and provides a coordinated process for permitting and mitigating impacts to species and habitat. The East Contra Costa County Habitat Conservancy is submitting applications to the U.S. Fish and Wildlife Service and the California Department of Fish and Wildlife to amend the ECCC HCP/NCCP and related state and federal permits. The submittal of the proposed Permit Amendment Application is a discretionary action and is subject to CEQA. For purposes of CEQA, the “project” is the proposal to adopt certain HCP/NCCP, Implementing Agreement, and permit amendments, as set forth in the Statement of Reasons and Request to Amend the ECCC HCP/NCCP, dated December 2025. The Conservancy is the CEQA lead agency for purposes of the project. An Addendum to the Final Environmental Impact Statement/Environmental Impact Report for the ECCC HCP/NCCP has been prepared and is included in the permit amendment package.
