Document Description
The California Department of Fish and Wildlife (CDFW) has executed and issued Lake and Streambed Alteration Agreement (EPIMS-RIV-62145-R6), pursuant to Fish and Game Code section 1602, to the project Applicant, Larry Liebel.
The Project is limited to the routine maintenance, as needed, of the existing soil-cement armored flood control embankments on the southwest bank of Rice Canyon Wash to preserve the hydraulic capacity and structural integrity of the flood control embankment to convey a 100- year storm event past the Project site.
Routine maintenance activities include: Hand and limited mechanical clearing of vegetation and debris within the hydraulic and structural envelope, removal of localized sediment bars that reduce capacity or redirect flow toward the bank, repair of localized soil-cement damage by cleaning, pre-moistening, and replacing with soil-cement or approved patch to match the existing profile, re-establishment toe-down to the design scour depth where undermining is observed, abatement and backfilling of animal burrows in the face or toe, and routine upkeep of inlets, outlets, and transitions.
Routine maintenance will be conducted using both hand tools and larger machinery. The hand tools that will be used include chain saws and larger machinery that will include rubber-tired or low-ground-pressure mini-excavator or skid-steer, and water truck. Equipment will primarily be operated from the existing developed or disturbed areas outside of CDFW jurisdiction; however, work on the slope revetment may require equipment to access and operate within the channel at the toe of the slope within the District's easement. In addition, a standard dump truck will be used to dispose of any debris and trash in the Project site
