Document Description
Orange County Waste & Recycling (OCWR) is proposing necessary improvements and upgrades to the existing Frank R. Bowerman (FRB) Flare Facility at the FRB Landfill to ensure the landfill meets or exceeds all legal and regulatory requirements (hereafter referred to as the “FRB Flare Facility Master Plan” or “proposed project”). The Final EIR (FEIR) 604 previously evaluated the horizontal expansion of the FRB Landfill, which included construction and operation of the relocated FRB Flare Facility. FEIR 604 assumed five existing flares and up to two new flares would be needed for the expansion of the FRB Landfill. The changes and additions to FEIR 604 from Addendum No. 13 would include the replacement of Flares 1 through 5 with new ultra-low nitrogen oxide (NOx) flares, installation of a new ultra-low NOx Flare 7, installation of the Integrated Landfill Gas Treatment System, and construction activities associated with the fuel modification area, leach field and bioretention basin removal and replacement, and electrical upgrades and improvements in the FRB Flare Facility. No expansion to the landfill property or change to the landfill’s waste acceptance tonnage will occur as a result of implementation of the proposed project. The proposed project will occur entirely within previously disturbed land on the FRB Landfill property.
