Document Description
A request for an EASEMENT VACATION for a portion of a Public Service Easement for general utility and access easement for emergency access. The easements
were granted through Map No. 15496. Additionally, the project proposes the shifting of access to the site by shifting the existing driveway approximately 10 feet to the south. The 2.47-acre project site is located at 5388 Ocean View Hills Parkway. The land use designation Is Community Commercial per the Otay Mesa Community Plan arid ls zoned commercial-Community (CC-) 1-3. The City of San Diego previously prepared the Otay Mesa mmunlty Plan Update Final Program Environmental Impact Report No. 30330/304032; SCH No. 1004b5I01(.(0MCPU PEIR) was certified by the San Diego City Council on March 25, 2014, Resolution No. R-308809. The OMCP involved an update to the OMCP, a General Plan Amendment, rescission of the Otay Mesa Development District, adoption of° a Rezone Ordinance to replace the Otay Mesa Development District with citywide zoning and creation oftwo new CPIOZs, amendments to the C:ity's Land Development Code (LDC), and an update of the Otay Mesa Community Plan Public Facilities Financing Plan (PFFP). In accordance with CEQA Guidelines Section 15168, the OMCPU PEIR examined the envlronmeptal impacts of the OMCP. The OMCP·provldes for a long-range, comprehensive policy framework for growth and development In the Otay Mesa community through the year 2062. The OMCP Identified a land use strategy with new land use designation proposals to create villages, activity centers, and Industrial/employment centers along major transportation corridors, while strengthening cultural and business linkages to Tijuana, Mexico via the Otay Mesa .Port of Entry. The Land Use Element established a number of land use planning goals for the OMCP area including, but not limited to, the following: allowing a distribution of land uses that provides sufficient capacity for a variety of uses, facilities, and services needed to serve the planning area: creating distinct villages that Include places to live, work, and recreate; Identifying locations for diversified commercial uses that serve local, community, and regional needs; and ensuring sufficient Industrial land capacity to maintain Otay Mesa as a subregional employment center.
