Document Description
On January 11, 2007, the San Francisco Planning Commission certified a Final EIR for the San Francisco Marina Renovation Project (project), which included renovations of selected marina facilities in the West Harbor and East Harbor of the San Francisco Marina and remediation of sediment in the marina's East Harbor. The approved project included improvements to waterside and landside facilities at East and West marinas and the addition of a 1,000-square-foot maintenance building. The approved project included waterside improvements over the entire 39-acre waterside portion of the marina and on 12 of the total 19 landside acres. Since certification of the Final EIR, several components have been constructed or modified while other components have not been built. For example, all landside improvements at the West Harbor have either been completed or are no longer proposed. The San Francisco Recreation and Park Department (RPD) and Pacific Gas and Electric Company (PG&E) propose to revise the waterside and landside improvements in the West Harbor and East Harbor of the San Francisco Marina, including remediation of manufactured gas plant residues in and o area, which would be conducted by PG&E. Under the modified project, waterside improvements in the West Harbor would include reinstallation of 24 slips and docks near the north jetty, as well as the installation of a new floating fuel dock and associated underground storage tan ks. Accounting for the installation of the new floating fuel dock, the total number of slips in the West Harbor would increase to 370 slips. The existing sewage pumpout in the West Harbor would be maintained in the same area as the new floating fuel dock. Additionally, an approximately 225-foot-long breakwater would be installed off the north jetty tip near the entrance of the West Harbor. Underground storage tanks for the proposed floating fuel dock would likely be installed under the Marina Green parking lot near the West Harbor docks. Waterside improvements in the East Harbor would consist of installation of an approximately 180-foot-long, 6-foot-wide sheetpile breakwater extension to enclose the East Harbor Marina. Up to 465 linear feet of a public access path would be reconstructed along an existing breakwater. The modified project would remove and reconstruct roughly 1,700 linear feet of rip rap shoreline. The floating docks in the northern portion of the East Harbor would be replaced and the slips reoriented in an east-west configuration. A community access dock with a hand boat launch and guest dock berths, along with an ADA-compliant access ramp, would be installed. Gangways and security gates would be replaced. Dock utilities such as electrical services would be upgraded meet current building codes and requirements. The existing fuel dock and associated underground storage tanks would be decommissioned and removed. The existing sewage pumpout on the fuel dock would be relocated to the proposed visitor dock within the East Harbor. Prior to construction of waterside improvements in East Harbor, sediment containing manufactured gas plant residues in the East Harbor and around the area outside of the East Harbor entrance (Outside East Harbor) would be remediated under the oversight of the San Francisco Bay Regional Water Quality Control Board. Remediation would consist of dredging and removing sediment from the northern area of East Harbor and Outside East Harbor and placement of a sediment cap in areas where the existing surface sediment or sediment planned to be exposed by dredging may contain manufactured gas plant residues at concentrations of ecological concern, including beneath the northern part of Pier 1 at Fort Mason. Cap material options would include granular cap media (e.g., sand) and/or reuse of clean sand dredge material from the West Harbor. Landside improvements would include renovating the East Harbor restroom within its existing footprint and creating a wider unpaved area along the shoreline. The parking lot and traffic circulation would be reconfigured, including creating a one-way exit to Marina Boulevard at Buchanan Street. The reconfigured parking lot would reduce the width of the drive aisle to provide a buffer for the existing Bay Trail and allow space for a nature exploration area. The modified project would result in the net reduction of 13 parking stalls along the Marina Green Triangle parking lot to accommodate the proposed landscaping improvements and electrical infrastructure at the East Harbor. Landscaping and recreation improvements would include plantings, volleyball courts, picnic tables, and other modifications along the Bay Trail.
